If the animal was a stray then should the onus not fall on the parent (Andile) to ensure their child's safety by keeping the child off the streets and away from potential threats such stray dogs? Chelsey raises a good point, WHY did the dog bite the child? According to statistics at dogbite.org 73% of dog bite victims are children.  WHY is that? This was not a “pack attack” type incident so this leads me to believe the dog was possible teased by the child.  Either way, a fair win for the SPCA.
