"Voters attending the cricket match are encouraged to visit their voting station before they depart for the cricket venue.
"Registered voters across the Western Cape are also urged to visit their voting stations at the earliest possible time on Election Day," said the IEC's Western Cape spokesperson Courtney Sampson.
The electoral authority would have preferred that no major public events were scheduled for Wednesday, 22 April, but understood that it had been scheduled at short notice.
The IPL tournament was moved to South Africa because it clashed with India's own election and Wednesday's match was expected to start at 2.30pm.
The IEC appealed to registered voters in the vicinity of the Newlands cricket ground to visit their voting stations as early as possible.
Voting stations open at 7am and will close at 9pm.
They had also arranged for unrestricted access to the voting station at Grootte Schuur Primary School in Campground Road, nearest to the ground.
Sampson said 7610 special vote applications would be processed in the province on Monday and Tuesday, with 3316 of the total processed in the City of Cape Town's metropolitan region.
Meanwhile, Sampson said the IEC's results and operations centre at the Cape Town International Convention is fully operational, with access only by accreditation.
Accreditation applications are now closed.
