Magashule announced the establishment of a monitoring and evaluation unit within his office which would start working by the end of July.
"The monitoring and evaluation unit will track implementation of programmes, resource allocation and redirect and intervene due to an early warning system."
Magashule said a "Strategic Advisory Committee" for the premier would also be in place by the end of this month which would add the necessary capacity for an "overall co-ordinating role" of his office.
Addressing hundreds of people during his State of the Province Address at Vista University, Magashule said struggling municipalities in the province would be helped.
"Particular attention would be given to municipalities in this regard and where capacity does not exit, we will either second senior managers from the provincial government or source it through partnerships."
Magashule said all the Free State MECs and heads of departments had recommitted themselves to the development goals of the province despite the current global economic recession.
"It is not negotiable [state performance] if you cannot handle the work you must look for work elsewhere."
Magashule announced that details of a provincial health summit would be made public within three weeks to tackle the Free State's crippled health system.
The provincial health department announced various cost cutting measures due to financial difficulties at the end of last year.
