United States President Barack Obama will not be attending Jacob Zuma?s inauguration next week.
Government is also hoping Sudan's leader Omar Al-Beshir will not risk taking up his invitation.
This country has opposed the decision to issue an international arrest warrant against the man for alleged war crimes in Darfur but as a signatory of the International Criminal Court South Africa would be forced to act against him if he arrived here.
Forty two countries have responded to invitations to the inauguration. Twenty of these have indicated they will be sending heads of state, most of the rest will respond by the weekend.
Foreign Affairs Director-General Ayanda said Obama has already indicated he has a prior commitment.
As to the Sudanese leader Ntsaluba said: "We hope that in the interest of the relations between Sudan and South Africa nothing will lead to an unfortunate event."
