City councillors said they could not simply take money from one department and give it to another so they are sticking by the R419m allocation for Metrobus.
Mayor Amos Masondo also planned for the Bus Rapid Transport system to get underway soon.
?We remain optimistic and it is on the basis of this that we continue to plan,? said Masondo. He also said parks would get an overhaul through the city?s Public Works programme to generate jobs.
Other plans included changes to dustbins.
If residents have two, they must prepare to start sorting their rubbish into waste and recyclable material.
