Netcare 911 spokesperson Jeff Wicks said the baby boy was a domestic worker's child.
"Armed reaction officers first at the scene pulled the child from the water and started cardiopulmonary resuscitation (CPR)......Netcare medics arrived and then attempted to resuscitate the child for over an hour before he was declared dead," said Wicks.
It was not known if the child was supervised at the time.
