Chief Justice Pius Langa says he and his Deputy Dikgang Moseneke had no choice but to lay a complaint with the Judicial Service Commission regarding John Hlophe.
The Western Cape judge president is accused of trying to influence Constitutional Court judges involved in a case pertaining to President Jacob Zuma.
The allegation stems from a conversation Hlophe had with Judges Bess Nkabinde and Chris Jafta in April last year.
Langa told a preliminary JSC inquiry in Johannesburg on Thursday, he and Moseneke were obliged to lay the complaint in the interests of the judiciary.
"If it were to emerge later, that we had swept something like this under the carpet that would have caused enormous damage."
