Opposition parties have admitted meeting to discuss a possible merger ahead of the 2011 local elections.
The Democratic Alliance, the Congress of the People, the United Democratic Movement and the Independent Democrats has been in talks, over possible cooperative measures, ahead of the country's next elections in 2014.
However, during this year's polls, parties denied negotiating a merger but Cope's Phillip Dexter confirmed that they have indeed engaged in discussions since November 2008.
He said: "They started at the national convention in November last year and there have been constant engagements between us the DA, the ID the UDM and other parties, so it's an ongoing process.”
