Rautenbach appeared in court on 326 charges of fraud last week.
His former company, Botswana-based Hyundai Motor Distributors, was found guilty and required to pay a R40-million plea agreement.
It is said he left the country after the company collapsed and after a 10 year exile is now set to make his return.
"All personal charges have been dropped and he is now at liberty to depart from and enter South Africa as he pleases, obviously subject to compliance with normal custom and immigration formalities as he is a Zimbabwean citizen," said his spokesperson Madelain Roscher.
