Violence erupted again in Sakhile township in Mpumalanga on Thursday, ahead of a visit by African National Congress Secretary General, Gwede Mantashe.
Residents stormed a municipal building and set it alight.
The renewed protests came after the Lekwa Municipality failed to respond to residents' calls on Wednesday, for local councillors accused of corruption to step down.
They also demanded that all municipal managers be fired after more than R30-million, which was meant to be used for development in the area, allegedly went missing.
Community leader Linda Dlamini said officials needed to take more decisive action.
"People feel that they have tried all possible avenues to be listened to."
Police officers managed to put out a fire at the local municipal offices after it was vandalized and set alight by protestors.
When police arrived on the scene in inyalas, the crowd scattered in different directions.
Officers opened fire on the protestors, who had also been burning tyres in the street.
