Police Minister Nathi Mthethwa on Wednesday said government is looking into amending legislation relating to domestic abuse.
Mthethwa said domestic abuse offences are difficult to police because they are often perpetrated behind closed doors.
The Western Cape has one of the highest rates of women and child abuse in the country.
The minister emphasised how it is not always easy to help victims.
"We cannot seek permission from abusers to get into their premises. We are going to change that law.
"That law must save the lives of women, must save the lives of children," said the minister.
