Democratic Alliance leader Helen Zille believes the 'Reitz four' must answer for their action.
Newly appointed University of the Free State Vice-Chancellor Jonathan Jansen withdrew charges against four students, who humiliated black workers, saying it was a sign of reconciliation and healing.
The students made the cleaners eat meat which had apparently been urinated on and videotaped the incident but the decision has been critisised by the African National Congress.
The party says it will only fuel racial tension across the country.
Zille says Jansen's announcement will cause anxiety.
"I think it is going to cause a lot of controversy," says Zille.
