The Department of Environmental Affairs on Thursday proposed a permanent wildlife reaction unit to combat rhino poaching across South Africa.
Parliament hosted public hearings on the issue earlier.
The Wilderness Foundation said South Africa was losing rhino at a rate of one per day.
In 2011, 434 rhinos were killed.
Deputy director-general of the Environmental Affairs Fundisile Mketeni said policy and legislation needed to be amended and there must be more cooperation with the police.
He said government was working with consumer states and transition states.
Rhino Reality, a collaboration of non-governmental organisations, also attended the hearing.
They said it was a two-pronged war that needed to be fought, one on the ground and the other internationally.
He said cultural beliefs and perceptions needed to be dismantled in the Asian block.
Rhino Reality are embarking on an awareness campaign targeting one billion people.
