Western Cape motorists who had their cellphones confiscated have been urged to collect the devices within three months.
More than 30 drivers were fined last week for breaking the new Cellphone Bylaw.
Traffic officers are issuing R500 fines and confiscating the cellphones of those caught using them while driving.
Owners are able to collect their phones 24 hours later.
The city's safety and security Mayco member JP Smith said half a dozen Cape Town drivers must still collect their impounded phones.
"We will hold their phones for three months, as it says on the notice we've given to them. After that period, we will auction them."
Smith hoped the bylaw will take full effect from this week.
"The weather does not support the bylaw. Since we've had to implement the bylaw, we've had continuous bad weather, floods and traffic lights not working. The officers have been distracted."
"The doctor is not feeling good. He is in a bit of shock as the decision took him by surprise."
The African National Congress suffered the heaviest losses in this week's countrywide by-elections.
The ANC says the youth is correct in believing that the DA would "bring back apartheid".
