"Qualifying households receive free 100 kilowatts of electricity and 12 kilolitres of water monthly. To qualify a household must have a joint monthly income of two state pensions or less," the city said in a statement on Monday.
A total of 56 758 household had registered through its operation "re a thusa", which was aimed at providing basic services to indigent households.
"Twenty-one-thousand indigent households from informal settlements have also been captured in the city's database so that appropriate programmes and interventions can be put in place to assist in improving their lives."
A roadshow to intensify the registration process would take place from 3 to 21 June in various areas of the city where officials would help residents to register.
