On behalf of Zuma, Michael Hulley said the decision had been taken after lawyers had made representations to the NPA.
"These confidential representations, which in our respectful view were compelling, comprised various aspects."
Hulley said they dealt with the substantive merits of the charges, outlining Zuma's defence and the version of events which were believed to be afforded with the fact.
It also set out the nature of the relationship with Zuma's previous financial advisor Schabir Shaik, among others.
Shaik was convicted of fraud and sentenced to jail term. He was Zuma's financial adviser at the time.
Hulley said there had been submissions from various interest groups, associations, religious organisations and individuals, which spoke to the policy aspects which the NPA was enjoined to consider.
"Lastly, the representations dealt with acts of improper conduct on the part of the NPA, through certain officials in concert with others, which improperly influenced the course of both the investigation and the prosecution against Mr. Zuma."
The representations allowed for the first time, meaningful interaction with the NPA in respect of their decision whether or not to prosecute.
This had enabled Zuma's legal team to place before the National Director of Public Prosecutions information which would better inform him in the making of his decision. "We commend the NPA for the manner in which these representations were received and processed, which added to the integrity of the process."
However, the media was also criticised for its reporting of the representation process.
"The repeated publication of leaks, vacillating speculation on the process and its outcome and cavalier opinion pieces by so-called experts, demonstrates a distinct disrespect which has no place in our constitutional democracy.
"The selective application of constitutional rights when it underscores a free press, yet a total disregard for individual and institutional rights enshrined in the same constitution, simply evidences double-standards to the detriment of us all," said Hulley.
The fact that the prosecution had aroused strong emotion and intense public interest, provided even more reason for responsible conduct by all concerned.
"In this regard we acknowledge those democrats who have respected the process, with all its anxiety, and practised the necessary restraint."
Hulley said Zuma would address the nation at an opportune moment regarding the decision.
"... and use this opportunity to express his gratitude to those who offered their prayers and support throughout the period of his prosecution," Hulley said.
